This series of standards defines requirements for availability, energy efficiency and physical security. For educational institutions, it provides a basis for future-proof and sustainable IT infrastructures.

This internationally recognized standard ensures the protection of sensitive educational data and supports a robust information security management system (ISMS).

Concepts for heat recovery, particularly for university campuses or district developments, offer educational institutions the opportunity to reduce operating costs and promote sustainability.

The Energy Efficiency Act (EnEfG), which has been in force since November 18, 2023, presents data center operators with new challenges. It obliges them to increase energy efficiency and places specific requirements on energy consumption and heat utilization. For educational institutions, this means

  • Minimum requirements for the PUE value: Data centers must comply with staggered PUE limits depending on the year of commissioning. For example, the PUE value for existing data centers must not exceed 1.5 from 2027.
  • Heat utilization: Operators must provide heat capacities that can be used by heat network operators. The proportion of reused energy (ERF) must be at least 20% from 2028.
  • Renewable energies: From 2027, 100% of the energy purchased must come from unsubsidized renewable sources.

The “Blue Angel” ecolabel certifies energy-efficient and environmentally friendly data centers. Educational institutions can use the certification to

  • Document their contribution to climate protection
  • Reduce operating costs by identifying potential energy savings
  • Apply for funding for consulting and certification

The IT Security Act (IT-SiG) requires a minimum level of IT security for operators of critical infrastructures (KRITIS). For research-intensive colleges and universities, this means

  • Introduction of robust security management
  • Obligation to report security incidents to the BSI
  • Implementation of measures from the IT baseline protection compendium

This standard supports educational institutions in the introduction of energy-efficient IT infrastructures and is particularly relevant for universities and colleges that want to reduce their energy consumption and implement sustainable energy management strategies.

The BSI's C5 catalog defines security and compliance standards for universities that use cloud services.

From 2025, the EU NIS2 Directive will require certain organizations, including some educational institutions, to implement extensive security measures. This primarily affects institutions that are classified as operators of essential or important services, e.g. research-intensive universities or colleges with critical IT infrastructures. Operators must report incidents, manage risks and demonstrate technical protective measures.
